No, because it really originated from the Gupta Empire, an Empire in India and is considered as their Golden Age. It was brought to Arabs due to barter trade. This empire also suggested the thought of infinity and zero in Algebra and the idea: " The world is not flat but round." They have a lot of contributions to the world.

The Arabic numerals were not invented by the Arabs. They were invented by the Indian mathematicians like Aryabhatta and Brahmagupta. These numerals were came to be known by the Arabs through an Arab mathematician, Mohammad Ibn Musa Al-Khwarizmi. Because Arabs were used to travel a lot in those days, they introduced these numerals to the Western World and that is why they are known as Arabic Numerals.

The History is as follows:
The symbols for 1 to 9 in the Hindu-Arabic numeral system evolved from the Brahmi numerals. Buddhist inscriptions from around 300 BC use the symbols which became 1, 4 and 6. One century later, their use of the symbols which became 2, 7 and 9 was recorded.

Use of the 0 glyph is first recorded in the 9th century, in an inscription at Gwalior dated to 870, and in the work of Al-Khwarizmi.
