Is it Winston Churchill or Carter or G. Washington? I think it is Churchill but where can I find documentation on this? Thanks.

Churchill was an English Prime Minister, not a President, but I believe that quote is his.

It'd help to phrase the alleged "quote" more accurately: "Never trust a man without a vice." The precise expression has been attributed to Winston Churchill (not a "President"), but IMO the link should be stronger if it were valid. The nearest hit appears to be Abraham Lincoln:
