"Islamophobia" is not a "phrase" but a word. My guess, and this is only a guess, is that it was first used by a Mideast scholar or TV pundit. It would be interesting to find out exactly when it was first used however. I think it must antedate September 2001, but I don't know.

(Gee, I hope nobody else answers. Then the ten points are surely mine! Even though I haven't got a clue who first used the term "Islamophobia".)
