WHO WILL RESPOND TO NORTH KOREA AND how? Japan, South Korea or USA?

but if u mean any financial sanctions then all three will do as best they can

Japan has already responded with sanctions. China will sanction but it will not be real tough. If things get bad for the people in NK then they will cross the border into China (China has enough people). The USA will push for sanctions from other countries but will not get involved unless SK is attacked.
If you are waiting for a war don't hold your breath.
NK missiles don't work and the so called Nuke was a dud.
China supported NK during the Korean war against the SK and the US and would not take kindly to war at this time.

Ditto. Sanctions, diplomacy, anything but threats of military action. When Kim Jong Il realizes he's made a grave mistake, looks around and sees that all the goods that once came into his country have suddenly ceased...he'll get the message. The last thing we want is for his regime to collapse around him. Without the support of his cronies, yes-men, generals and what you, this guy has nothing. And when you have nothing to lose, that's when you become completely irrational. He's just slightly nutty at the moment, I couldn't imagine what he'd look like if he were to lose everything including his pride.

Every state has right to sovereignity.If the USA has nuclear capabilities,why shouldnt all the other countries have the same.We shouldnt apply double standards.If North Korea disarms so should all the rest.

Appeasement works, in the sense it lets today's politicians off the hook and leaves the problem (albeit in a worse state) for the next generation of politicians to solve.
