By definition anything that is a luminous object gives off light.

light is produces two ways

Spontaneously or Stimulated

Spontaneously is when an electron randomly reduces its energy level shooting off a photon.

Stimulated is when a photon triggers an electron to emit a photon of similar energy.

This photon is a packet of electromagnetic energy. If the energy of the electron transition is at the right level it will be in the visible portion of the electromagnetic spectrum. And thus our human visual system will be able to detect it.

The object is giving off energy as the electrons try to seek a lower energy state.

Luminous objects are objects with some kind of particle or something that gives off indirect light, for instance our own moon, We can only see the moon at night because sunlight reflects off it to see the image. That's the best way I can put it in my own words.

During chemical reactions electrons fall to a lower quantum state and release photons; hence they glow

Because they absorb the least bit of light and they reflect/release it in darkness
