No it is not the same as a sound card it only alllows you to watch tv on your computer. But you also need a sound card also

if you just want a card for sound not high high quality but good enough ask for sound blaster pro or a bit higher quality ask for a sound blaster live these are the least to the next card up the lader
sound cards can go up in price from $10.00 to $500.00 and over

No. To use a TV Tuner you need to have a sound card. TV Tuners are only used to Tune to a certain UHF Signal. A Sound card... well that is self explanatory.

TV tuner is not a sound card. TV tuner can be used to watch TV. and it has a built in sound output. normally you externally connect this sound output to your sound cards sound input. But since you don't have a sound card you can just plug a speaker or headset to the tuners sound out and listen to TV.

No tuner card doesn't eclipse sound card in functionaliity; it has sound IN to your computer not OUT from, even that is quite rudimentary to start with.
