Please help with math problem Piecewise Function?

I found the answer in the back of my book, But I just can't figure ut how they got that answer. The answer is at the bottem, but could you please help me figure out how to do this?

Note: ____ is just empty space
also ≥ is Greater than or equal to.

Your notation is difficult to interpret. My reading is that the funcion f(x) is (5x-1) if x <-2 and (x-9) if x ≥ -2. Since -4 < -2 for f(-4) the answer would be 5*(-4) -1 = -21
