the startup disk usually will seek for windows from your harddrive, perhaps it is your windows in your harddrive that could not be started.
It also could be the floppy drive that need to be cleanned

try the following steps if you want to install win98:
create a system disk from an healthy pc (with windows)
you can create it from format disk option (with system transfer)
e.g. open my computer -- right click on drive a: -- format disk (make sure the system files also transfered -- i forget the name but there is a check box there)

reboot your system and make sure you set the bios to seek from floppy drive first
insert the diskette to boot
type fdisk if you want to re-partition your harddrive and re-format it
when it finished, reboot your system and use startup disk.
the startup disk will automatically bring you to windows installation setup wizard

That could be many things:
- bad BIOS configuration: go in your BIOS setup, often by pressing DEL on startup, on the first screen you often seen floppy drive setting or have an option for disk drives. If it shows anything else then 1.44MB then you should try to increase it. If the drive is not compatible:

- drive is not high density: replacing it would be the simplest solution.

- bad data cable connection: Try connecting a different floppy cable and make sure to align the red side of the cable to pin 1. On some floppy drives it is the reverse of the standard present on many drives where the pin 1 is next to the power connector. That is especially the case for many Panasonic models.

- floppy drive is dirty/defective: You'll have to try a different drive to confirm this.

- one last common case is CPU overheat: Many people will never worry about cleaning their computer fans (internally and externally) and the fans either clog or burn out from the friction so that the CPU would overheat in seconds.
