Dried chili peppers.
My 4 yr old got into them today and was pretty much inconsolable for over an hour. Didn't eat one, put one in his hand, rubbed his eye, put his finger in his mouth. I told him never to touch them. As soon as I leave the room, he scrambles for the container...and the rest is history.
