What he said (in the press conference) was that he rejects "bi-lateral talks" (which means just the U.S. and N. Korea having talks). One reason for that (not said in the press conference but said elsewhere by other people) is that there have been bi-lateral talks in the past, and N. Korea didn't stick with the plan.
The president wants a group of nations to get together and address the issue because having a group of nations dealing with the issue and having talks as a group with N. Korea may be more effective.
President Bush made the comment that he has been criticized for "going it alone" when it came to Iraq, and now that he's trying not to "go it alone" and to instead want other nations to act as a team, he is being criticized.
He made it clear that diplomacy is what his aim is, and he is not talking about military action.
Regardless of who is in favor of the president and who isn't, in this case, no, he isn't schizophrenic. Somebody didn't listen to the whole press conference or else wasn't paying complete attention if they did.
In answer to your question, yes. He wants to use diplomacy. (In my opinion, it is probably a wise thing that the U.S. not make this about the U.S. versus North Korea but instead makes sure it is about "A bunch of other countries versus North Korea." China has the power to cause major economic problems for North Korea if it wants to.)

May be diplomacy of Bush but fact is that Bush is getting people against America throughout the world by his foreign policies that are clearly discriminate. e. g. What he is thinking about Iran on the same issue but what about N. Korea. He is big diplomate, people know now. He promised Afghan people to assist them in rehablitation but did not do nothing and this diplomacy that he used Afghnistan in the reagon to show his power only.

You're mistaken. He didn't "reject any talks." What he rejected was US talks with North Korea without the participation of other countries in their area -especially China, Japan, and S.Korea.

does Bush even really know what the word diplomacy means? on one hand he says he won't "talk" to them but on the other hand he says he's open to diplomacy. Your guess is as good as anyone's on this. Who knows what he'll do....probably invade Tibet. They're asian....so close enough for him.

During his speech today he said he owed it to the American people to try to resolve it diplomatically first, as we tried to with Iraq.
