i just got a bra for my car and wondering if it matters if the front license plate is partially cover or does it have to be fully visible?

Yes it has to be fully visible. make sure the bra fits properly, if its after market beware of moisture and corrosion, warranty won't cover after market.

Check with your local regulations. Some areas don't need a front plate, and some require it. If it is required than it will be an
offense to partially obscure the plate.

YOUR NUMBER PLATE NEEDS TO BE TOTALLY VISIBLE.... IF NOT YOU COULD GET A FINE FROM THE POLICE... YOU CAN EVEN BE FINED FOR HAVING DIRTY NUMBER PLATES!!!

u cant cover the plate with anything. its illegal!
