I had access to some real nice stone, in which I mortared into a short retaining wall ,it looks really good. I also have used railroad ties on end staggered slightly don't bury the whole tie obviously, just cut pieces ,use a chainsaw with the them buried at least 18" inches below the ground. the 4' high portion of your wall will need to be buried a bit deeper no less than 24". or the ties can be leveled long ways using full 8' length ties in a brick pattern. the first course being drilled and pinned using re-bar driven into the ground you can reinforces the other courses as needed to your finished height.

We just had retaining walls put in our yard and they are absolutely beautiful. We used 3 rivers tumbled stones. People stop in the road to look at our yard. The first wall we put in was colored cement, we disliked it immensely. We had a guy come in and put the 3 rivers stone on it and it's beautiful.

Why don't you complete the wall in concrete and then purchase some of those mock-sandstone tiles which you can pick up inexpensively from a hardware/garden centre and put them over the top? Looks quite classy!
