Evil is a pretty strong word, but ignorance has contributed in the pain and suffering of many people, and allowed evil to continue unchecked in many parts of the world.

No, ignorance implies a lack of education. Stupidity is evil, as it implies that they know the difference between right and wrong, but chose to do the wrong thing anyway.
