Lots of black, flowing robes, a monocle, metal hand, and a team of henchman who would do your bidding without question. A harem of supermodels, an attack squad of suicidal ninjas, and a white fuzzy cat would complete the picture.

I would also immediately dispatch of all my enemies once captured, rather than imprison them after telling them EVERYTHING about it, and not let my prime squeeze (i.e. fave mistress) spend any time with them, lest they be swooned by their charms and free them the night I fire up the Ultra-Death-Gamma-Cannon to use against the nation's capitols. I can gloat over their vaporized ashes later....

if you don't have henchmen then no one will be able to ward off all of the secret agents that will come for you so you have to have minions.
You also need a private island with a nice big secret layer with rockets and stuff.
You also need a laugh that everyone will remember(so they take you seriously)
You should have a monocle too.
