does any 1 know how to get the HM fly and/or surf on pokemon mystery dungeon red?

I have a gameshark and have like all the dungeons but i can't get to the one where like ho-oh and lugia r cause it says u need to have the HM fly or i think it was surf
P.S. my gameshark does not have codes to get all HMs

hm fly is in wyvern hill - all you need to get this area to explore is the friend area "dragon cave"

to get hm surf, you need to get to floor 20 in solar cave, and have the ability to cross water
