It means the absolute value (distance on the numberline) of the variable x is greater than 23. That means x is greater than positive 23, or x is less than negative 23.

That little > mark means "is greater than". (The opposite, <, means "is less than".) So as an equation this is nonsense: it means "one times one is greater than twenty-three". Is this a catch question or what?

absolute (it is positive) X is greater than 23
so x = 24,25and higher or -24,-25 and lower
X = {24,25... ;-24,-25...}
