Depends on the country & state. In the US, some states have laws that state you are whatever gender your genetics say you are. So doesn't matter if the clip has occurred or not. If you are genetically a man (XY chromosomes), you are a man and cannot marry another man. Your birth certificate will still show you as a man and the blood tests might show as well.

That depends where he lives. In some countries, a male transexual can get a new birth certificate, passport, and other papers stating that he is now legally a woman. However, that is not the case in every country or jurisdiction.

yeppers. It's a reasonable question and I never thought of it like that, but he would legally change his name to a woman's name and change his gender wtih the social security office so I don't see how anyone could stop him

yes because now he is a she and all her legal info will be updated. license and bank info and address and social security number. all will be listed in "her" new name.
