Wal-Mart has a costume that is similar. You could dress it up to look like the picture. Or you could just make your own. Cut a black skirt in shreds at the bottom, tie a bandanna around your waist and wear a corset. There would be lots of ways to make it yourself and probably even neater.

pretty much at any store that sells halloween costume, check your mall they might have some halloween stores and if you cant find it (which i doubt) you can always puchase it off line at that site that you posted, but if you do make sure that you order it now instead of five days before halloween because you never know what the weather is going to be like(if it is cold it will take longer to get to you)

have you checked party city? they have a lot of costumes and if they don't have that exact one then they will have something really close!
