When you have an electric fence the electricity current in not steady, in other words the electricity is emitted in pulse like manner. You can set the pulse at fast or slow intervals.
I you are unlucky enough to urinate when the pulse is traveling you will surely and undoubtedly electrocute yourself, the feeling will be similar to a tazer gun only that you will feel it in your penis depending on the voltage of the electricity. Usually it not set very high but I am pretty sure the feeling will be extremely painful.

It hurts but nothing major unless high voltage. My grandfather used to love to tell me to go by the fence when I was real young and visited him on the farm. Funny for him not me
