Good feminist answer: 'Virginity' is a manufactured concept.
Realistic answer: Everyone looks at it differently. It doesn't affect what kind of person you are or what you're capable of.
Fingering is typically not considered deflowering. It's more under 'mutual masturbation' than 'sex.'
Then again, it depends on what you believe. Some people think just about any genital contact constitutes sexual touching/sex itself and others will exclude hands jobs, oral sex AND anal sex, and say that only vaginal counts.
Bottom line? It's whether or not SHE thinks she's a virgin.
EDIT: Oh yeah, and that bleeding thing? Not a reliable test at ALL. The hymen has nothing to do with it--it's the surrounding muscle walls. Many girls break their hymans doing other activities, some are born without them, some are extra-tough (and survive some tampans and fingering).

She should be able to tell if she bled or not. But fingering is still considered sexual contact. She might not have been completly "stretched" out like having intercourse with another boy/man but she can still be de-virginized that way. I think it goes by her beliefs. Some people think having actaul sex with a person, but if the "cherry is popped" then thats when you know.
That is what i believe.

Medically, you are considered untouched if your hymen is intact. (This under normal circumstances with no physical issues, such as surgery, being born without or other...) But really, I would not consider her a virgin because penetration has occurred.
