you might have to drag down the whole thing, soemoen might have accidently minimized the sizing and what not... the bottom of the gray part on top of you screen where the address bar goes... drag it down a bit and see if it pops up if it doesn't right click the gray part and check off address bar if it's not already checked

click on view / roolbars/ address bar

right click the taskbar click on cascade windows
the taskbar is the blue line bar from left /right on the left side your see start on the right side your see the pc time of day with icons
right click on the blue line taskbar click on the menu that pops up cascade windows then re-size your program screen when it is un-stuck

try restarting your computer and re-log onto the internet if that doesnt work just type your web addresses (ex. www.homedepot.com) in the search section that should work until you can figure out what happened

I think that this is what you mean.....go up to the top to view and click on toolbars and click navigation toolbar....if that's not it, need more info
