Actually, everyone has answered wrongly. We must remember that the Declaration of Independence was merely a document, a piece of paper, which notified England's King George that we now considered ourselves as independent from England. And then it gave the reasons why. Your question wasn NOT "what if we had not fought the Revolutionary War. So, without the Declaration there still wouldhave been way too many problems between the Colonies and England to continue being bonded, thus a war STILL would have been fought and the outcome would have been the same.
The question is the same as asking: "where would I be now if I hadn't given my landlord my 30-day notice?" Because you would STILL have moved out and would be living somewhere else because you didn't like the old circumstances. It's just that there would have been no official notice stating your intention.

The declaration of Independence was written to tell England that we wanted to be independent of England. Without it we would still be under English rule.

Kudos to Drummer Boy on his answer. That, and people ought to remember Canada was created just as much by the American Revolution as the United States was. French culture was preserved in North America as a bulwark against the aggrandizing and increasingly independent English speaking colonists to the south. English Canada was borne out of the cleanising and mass exile of Loyalists in the United States. As much as some Americans may hate to admit it, the Revolution is a shared part of our history on both sides of that line.

America wouldn't have fought the Revolutionary War, formed its own government, or grown up to be the influential nation that it is today. It would just be colonies that Britian would use for its own purposes.
