its possible but not a smart move,if either one is set the score is cancelled out.

One may believe he has a lower hand and the other may get set. therefore, he bids to keep from losing the 100 points. Thinking it is not possible for him to be set. My partner and I have both gone nil before and won it about 3 times out of 10. Really not a good strategy though. Desperate measures causes this sometimes also.
