Is it for dramatic effect? I know they can't use the transporter with the shields up but they only use that when they orbit a planet. When they're in between star bases in deep space they see a vessel and give the order to raise shields. Why? Do shields drain too much power to leave on all the time or what?

with shields up. it impossible to transport anything or anyone. Beaming up or down is out of the question. They do it between allied and federation ships too. And since most of the Federation is at peace and exploration missions, being 100% ready for a fight all the time becomes pointless. When they see a unknown vessel, or an enemy vessel, they raise shields in defense, to block any potential harm. Its kinda like, would you walk around your home or neighborhood fully armored waiting to be in a fight all the time? no. its pointless.

The ship's regualr shielding, to protect them from meteorites and other space debris, is always up.
The shields that are ordered raised are a much stronger version used in hopes of protecting themselves during a fight.

Drains power from the main engines, which diminishes maneuvering capabilities.

if they were in battle and shot their weapons with their sheilds up they would actually breach their own shield. it would be like a richoeting bullet inside a bubble untill it cracked.
