batted ball hits pitcher, 2nd bseman makes play and runner is called out at 1st.1B is actually off the bag. Time is called while pitcher is being looked at 1B ump talks to Home plate ump says he made wrong call and then changes and allows runner to go to first. Can he do that? i say NO, once time is called play is over.

yes ...if you recall the 7th inning triple hit by a cardinal against the mets....the original call was a triple and it was the right call since replays showed that the ball hit the top of the fence and bounced back...but all the officials gathered together to discuss it before it was made official

Yes, that can happen on any play if the umpire needs help.
