IIS is COMPLETELY free. BUT, it's only available in XP Pro, 2000, NT 4, and Server 2003 - so if you have ANY of these, there is NO EXTRA COST.
If you are trying to run the web site for fun, that's fine - but if you are doing it for business, you would be FOOLISH to run it at home. A Web hosting company usually provides:
*Redundant internet connections
*Backup Power
*Guarenteed uptime
*Management
*Security
You could get all this at home, but then you would be paying FAR, FAR more than a $10-$50 monthly fee to a hosting company.
All that said, there's nothing wrong with Apache either... but if you have IIS, why not use it?

Using MS Window Server and IIS Server will call you $$$$$. For the free stuff, use Linux, any flavor, and Appache.
Most HD multimeida would Final Cut (Apple) or Adobe Premier.

i would never recommend running a webserver from your house if thats your idea, if u really want to get started get xp & Internet Information Services (IIS)
which is built into xp pro.
this will allow u to host your own website from your machine but will not having www.whateveretc.. u will need to get a redirect from a hosting company.

Everything you want to know about a web sever. It runs on Windows, Linux, or anything else.
You can use Microsoft IIS too, but it is not free and doesn't work any better.
