Wal-Mart or any fabric store has catalogs that carry patterns for men's clothing. (as well, as anything else)

Go to fabric store and look through the pattern books under Men's clothing and/ or accessories.

You can take one apart and make your own pattern if you know how to use patterns.

Make sure you mark the pattern to cut the fabric straight on the grain or the necktie will hang funny. Check the layout on the purchased patterns so you know which pieces should run which way.
