Make a folder called Pictures or something.
Within that folder make other folders (friends, friends kids, vacations, bdays, outings).
Or within the sub-folders make other "sub-sub folders".

I don't have many pictures, but for school I use:

MAIN FOLDER: School
-1st sub folder- English
a. Essays
b. Projects
-2nd sub folder- Science
a. Projects
b. Essays
c. Articles
-3rd Sub Folder- Languages
a. Spanish
-Projects
-Conversations
b. German
-Projects
-Conversations

I suggest you give a program called Picasa 2 a try.
It is free from Google and is fairly easy to use. It scans your PC for pictures, you can set it to scan your entire PC or just folders you specify.
Then it allows you to create folders and add to them, also allowing you to rename the folders.
Then after you get everything set the way you like it, when ever you start Picasa again, it will scan those folders and bring them all up, nice and organized.

I hope you can find some help in this piece of writing:

In addition a good software can help to keep your pictures in order. ACDSee (shareware) and Picasa (free) are very good.

Ciao:)
