Don't worry about it. I wasn't allowed to "date" until I was able to drive. My nephew is now almost 16 & he is only allowed to "date" with a group of friends. So, don't sweat it. Some guy will come along & ask you out. Just be yourself, don't change yourself to get a guy & don't let anyone tell you to change to get a guy.......

No. Date when you feel comfortable. Everyone is different. You do not need to be like "every other person," be yourself and date when you're ready.
