Yes, it is.
I always make sure to avoid getting it into his eyes, but baby lotion is very mild and made for a baby's entire body, including his face. I have always put lotion on my kids' faces and never a problem. I use Baby Magic or Johnson's baby lotion.

Pure vegetable oil is best for the skin of babies. And if it gets in eyes, nose, mouth or ears it won't do any damage like petroleum products ie: baby oil, etc.

I'd keep it away from the baby's eyes and mouth, otherwise it should be okay. My daughter had really dry cheeks when she was little and I put a little on them each night.

I would use eucerin lotion, that is what they use in the hospital for delicate babies skin.
