I do experience some tingling when holding a cell phone but my tenderness and fatigue occur in thenar and hypothenar region of hand.|I can write something and have to take a break because of discomfort I experience. I also experience occasional tightness in my forearm that feels similar to my hand fatigue. Wrist splints haven't helped but haven't made it worse either. could this be exertional compartment syndrome of hand and forearm.

You may want to connect it to your neck tightness.. you have some restriction of motion to either the right or left side, when rotating your head.. This causes some pressure to the motor nerves to the muscles in your arm.. primarily one side. May want to have it checked out and remedied.

The only way to know for sure is to see a good Hand Surgeon. If you're familiar with the terms thenar and hypothenar along with compartment syndrome, I think you already have an idea. Don't waste time with GP or Ortho docs. Go right to a Hand Surgeon with an excellent reputation.

sounds like circulation, try heat and ice treatments.
U may just need chapstick on the hands,
