There is a General overview of custody, however there are state laws that must be dealt with as well as what the custody order itself states.
Whether child support is paid or not, in the eyes of the law, doesnt allow the custodial parent to decide if or when the non custodial parent can visit with the child or children.
However, a court will often look at that factor, when deciding upon more child support and visitation.

Let her see her daughter. My ex never paid a dime but I let her see her daughter when she wanted. Keeping the mother away isn't good for the child and may cause a lifetime of resentment and hard feelings. When you go to court..no one wins except the attorneys. Child support recovery can help get some money but unless it's really needed I say let it go. As the child gets older ask the mom to give the support money to the child( for savings and a car and such) that way if mom helps, the child will know and if she doesn't, the child will know. It worked out well for us, kept the peace, and kept us out of court. Remember, there was a time when it was impossible for a father to get custody of ANY child...much less a daughter. I don't know what the law is in your state but where I live if even if the ex wife is not paying child support she still has a right to see the child and your son has to let her.
Don't punish the child for her mothers irresponsibility- she still needs a relationship with her mom as much as the situation stinks.
Is there anything in your sons divorce decree about what happens if she falls behind? Maybe it's time for him to call his lawyer?

Let her take him to court she is the one that is behind on her child support the courts will not listen to her . What kind of mother is she anyway ? She lost custody of her. And that every weekend crap that is bull she should only have her 2 wkeds out of every month.she is abusing you all and you are letting her. Put your foot down and stand up to her. She will get the picture.

In most states, it's against the law to keep the parents away from the children. That can be a big harm to them and their growth.
Mom or dad may be a dead beat in supposrt, but if they still show their love in visits, it's good for the children.
If there isn't a court order for support, then he needs to go to court and get one. If she, the mom works, the state will automatically take her taxes each year if she's in arrears.
They can also take their drivers license. ( This law makes no senc e to me, how are they to get to work with no lisence)?

I think he should refuse to allow his daughter to have contact with her mother.....People are always taking smack about dead-beat fathers ... I never hear about dead beat moms ... Moms are suppose to be as responsible and provide for their children . If she wants to take him to court , then I would tell her to go ahead , because they put men in prison for falling behimd on child support , they should be doing the same with the moms , if they aren't already doing so . Tell her to pay up ! hopefully he has a court order for support .

well each state law is different- and as a divorced father and all- never deprive your children the right to see the parents if they are good to the kids- it will only hurt the kids and cause resentment- but he should get a lawyer to handle the money aspect-
