Because they're too lazy to make their own, getting to level 35 combat is easy. If you got hacked, it's likely your own fault in either giving someone your pass directly or downloading something with a keylogger, which was probably something you wanted to use for cheating (autoers, macros and other BS) and I think there's a time limit on pass recovery questions where you can still use them, IIRC.
