It was a test. All things that "Satan" does to God's people is apporved by him first.
"why" Simple. God wanted to prove to Satan that no matter what he did to Job, that he would still be faithful. So Satan did everything but physicaly harm him, and Job was still faithful. Pissed, but still faithful. Why does God do these things? Hell if I know..

It is often overlooked that at the beginning and at the end JOB is interceding for others, that by his suffering and prayers etc. he is interceding for people who might otherwise suffer terribly. He is thus a first look at Jesus to come. But the other thing is that at the end of the book, JOB is completely satisfied with how things turn out. He never knows what started his trial. And we often don't either. Am I avoiding your question ? Yes !! IT is very involved. The Book of Job is a marvelous story. However, it is a prime example of the barbaric stories that one can find in the Bible. As to your question, within the logic of the story, yes, god is responsible. He wishes to win his bet with the devil. God is willing to kill innocent women and children to win. All is evidence of the barbaric culture that created the story. In that culture, women were property and children a burden. The elders were at the top of society and everyone else subservient. Unethical behavior by god or his people can be found in many places in the Bible. I suggest reading some of Robert Ingersoll's lectures on religion to set you on the truth.

It was a test. God allowed Satan to have his way with Job. Job passed the test and then God blessed abundantly. God just stepped aside, Job came out better than before. Its a story about trusting God even in the hard times.

First, you must understand the relatioship between God and Satan. God ALWAYS knows what Satan is up to and that is what this story is about. God's WORD is the MOST POWERFUL thing in the universe. God HIMSELF said "Have you considered my servant Job? There is no one on earth like him; he is blameless and upright, a man who fears God and shuns evil." If GOD said it, and GOD CANNOT LIE, this is a tremendous statement about Job. Satan took this opportunity to CHALLENGE God's WORD. If Satan could PROVE that what God just said was a LIE, then God would be on Satan's level, thus givig Satan opportunity to pursue his conquest of God's throne. Satan said, "Have you not put a hedge around him and his household and everything he has? You have blessed the work of his hands, so that his flocks and herds are spread throughout the land. Job 1:11But stretch out your hand and strike everything he has, and he will surely curse you to your face." (Meanig, God, I've got you! You are a liar, he is only that way because of what you have done for him. I'll show you who he really is if you just do this...") So, God in His Great AWESOMENESS, lifted his hand of protection from Job, in a way saying, " Here you go Satan, take your BEST SHOT...AT MY WORD!" God was proving in the story of Job that, when HE says something, IT IS THE TRUTH! It is a story for us today too!
God says that we are his children if we accept his son's work of redemption on the cross of calvary. Satan tries to challenge God's WORD, and tells us that what Jesus did is not enough OR that Jesus was not the son of God anyway. God says that he gave us life and that more abundantly. Satan tries to challenge that and tell us we have to suffer and that God is trying to teach us something with poverty and sickness. Do you see how timeless a message it is now? God's Word Stood the Testing of Satan, Job remained blameless and upright, a man who feared God and shunned evil." because when God says something about you, it's the TRUTH!

God didn't make Job suffer directly. He allowed the devil to do it. Kinda like how Bush hasn't done anything to Iraq directly. He simply allowed the U.S. armed forces to engage in war.
