In most cases mammals including man, the Male has the urge and practically the natural obligation to spread its genes so that the specie should survive.
When man lived in caves and sickness was ravaging human beings. A man got for example 10 women pregnant after 9 months they gave birth. During the first 3 or 4 years around 6 of the babies died. In the next 5 years 2 more died. So finally only 1 or 2 reached manhood. Its the same in the wild animal world.
the high number of deaths are compensated by the high number of births. Monogamy in that age would have caused the total extinction of man.
Now modern medicine is so advanced that only 1 out of 20 children or less, die before they reach manhood
But the natural urge is there, no matter that there be laws against it. Its part of our nature.

Women have the same urge and many are ready and willing to copulate with a man for the same reason. Of course some people have stronger urges than others. And of course simple pleasure has also much to do with it.

Now that times have changed, we have not had a major war, and technology is helping us with our current one and Desert Storm. So the ratio men to women is much different. Women have more options = promiscuity. But men are now even more "in-touch with there feelings", more sensitive to competitive.
