If you are running XP then you have a firewall. To turn it off go to "Network connections" in control panel. On the left side you will see "Change Windows Firewall Settings". Click on it and turn it off.

If it is Windows Firewall go to the Exceptions tab of Windows Firewall and first add it to the Exceptions Menu then place a check mark in it to permit it free access.

WHOA! it's VERY dangerous to shut down the firewall (at least when you have an internet connection...) If you want I can help but I'd need info on your OS, firewall software, and I'd like to know what site that is.

And what do you mean by "install a web site"? You're running a server?
What makes you think that you may have a firewall?
