Would this be the best form of government, if so, WHY?

No, Plato's Republic is fascinating, but colored with a niavete that only comes from living long before many of the governmental experiments we in 2006 have already witnessed.

Philosophers are inclined to follow their own wills and not those of the people, if their philosophy is in any way flawed, they are liable to bring the entire country to ruin.

No matter how the leaders get there, the only efficent or stable form of government is one that is capable of changing with the times (and won't break under the stress of change, only bend)

There is nothing other than human government. The only difference between a human and a philosopher is knowing how to use the word. Of course the most wise and learned should rule; he was giving obvious advice to those who know the word. It is very sad what number of people do not know this word nor why it exists. The philosophers best role in humanity is teacher.
