If you have a HUGE USB hard drive, you might have better luck if you plug it in for the first time, then REFORMAT it right away, so that it uses the NTFS files system. Many come with FAT32, so they can be seen by older computers and MACs. So if you plan on using it strickly with Windows XP, then start over. NTFS is a much better file system.

Anything USB is usually plug and play. That is the big thing with USB, that it responded immediately with the computer. Back in the day you'd have to restart the computer for it to detect new hardware.

Pretty much. I've never heard of one that wasn't.
If you're in the market for one, I suggest getting an iPod and enabling disk mode, then it will be an iPod and an external hard drive. It also becomes plug and play with other computers then as well.
