you can do that in yahoo messenger when you get a yahoo email. click on the preferences and you'll see it in there
if you are using outlook express it can do that to
i used to get 400 emails a day back in the 90's. i got rid of that function real fast. i was sick of hearing ping ping ping all day long

As far as I know only Outlook Express will play a sound in the e-mail you send. Open a new message, click on Format, Background, Sound. Find the sound you want and insert it.

It would help if you stated WHAT you want to make sound. Yahoo messenger? WLM? Outlook Express?
