They don't look like the stage after tadpoles, but actual frogs (extremely small oness). Can anyone tell me the reason they are so small and what they are called?

P.S. I live in apartments, we concrete, some grass, and not a lot of settled waters for tadpoles to grow in. So, I am pretty sure they are frogs...(well, you tell me)

They may be toads, especially if you are not near much standing water. Toad tadpoles are very small compared to those of most frogs, and when they transform into toads, the young toads are still less than a half inch in length. If they are toads they are probably brown (some frogs are too), dry to the touch (not sticky or slimy), and they "hop" rather than "leap".
