I lived in El Paso for a year in the late 1970's and the Asarco plant was known then to be polluting but the right politicians had been bought off and nothing was done.

I think a large part of the problem is the stranglehold GOP domination has had on all environmental care for years now , Business interests have been put ahead of human health and safety and this is only one part of the result. When Bush was governor he allowed the State EPA to be gutted and pretty much a joke.

The only way I think ASARCO should reopen is if the government seized it for violations and operated a plant in the public interest and actually forced compliance.
