Same reason that the other guy gave, also they add insult to injury by charging you $20 in the state of Idaho, I dont know if they do that anywhere else

the SATs are the easiest exams in the world.. you should see how tough the high school exams around the world are. I did my UK exams and had to do 6 papers for math.. 6 for physics.. stop complaining !!
