An immigrant is someone who has migrated from another country to live here, and until they become citizens cannot enjoy all of the same privileges Americans do like the Puerto Ricans can.

Because they are a US territory, or maybe a Puerto Rican can give a better definition. but there economy is US Dollar based, they have representation in Congress, they are a territory. Just as all other States started out. Some Puerto Ricans would rather not have it, but I believe they should become a State myself.
P.S. Some of the best friends I made in the Army where from P.R. They serve proudly in our armed forces.
