This sentence have both an adverb, adjective, and a noun clause. So is this a sentence: Yes or No?

I would call that a run-on sentence. The part about "by whoever" is also very clumsy to read or say. Try to break it into two sentences and re-write that part. Hyphens are used to accent something, like exclamation marks. Try doing this "where they belong, the garbage bin!"

It is a sentence. It is a run on sentence though. You could make your idea come through clearer by making more than one sentence.
