I think it means those who don't have values or meaning in their lives are easily mislead by others (easily used (?) - because they don't know their own power/weaknesses).
at least, that is how i interpreted it

It means that if you don't have a firm foundation of morality that usually comes from the Bible or a Biblical upbringing, that you will be prone to accepting whatever comes your way and sounds good at the moment when it comes to the decision making process. A person like that is easily swayed by a sales pitch presentation of ideas since they don't have a standard to compare the ideas to and they get caught up in the emotion of the sales pitch.

It means that people need to know and care enough about a topic to have an opinion on it, to choose a side. Otherwise, they are clearly foolish and can be tricked or deceived into falling for anything.

It means to me that if you dont do anything worthwhile in your life then you will be desperate to find something to occupy your time, often something bad. It follows the smae lines as the proverb in the bible that states "An idle mind is the Devils playground."
