If you truly want tv on your laptop, I would recommend you buy an external USB or Firewire device that has a tv tuner built-in.

TV streaming from the internet over dialup is going to be jagged and skippy at best, as modems' top speeds top out around 56 kilobaud or roughly 7k per second. I am just telling you mostly 'how it is!'
