A penile adhesion can cause problems. The major one is that it can completely fuse, causing total reattachment of the shaft skin, and require surgical release or "recircumcision." Usually the adhesions can be released by simple retraction, done either by the practitioner or the parents. Sometimes, however, the fusion is so complete that simple retraction will not work, and the child must be referred to a urologist. Another problem is that smegma or bacteria can accumulate under the adhesion if it covers the preputial cavity and can cause infection. Also, if a bridge-like adhesion is present, it can produce a tethering of the erect penis which can cause pain, penile curvature or both.
I would definately see a your physician. If you are unhappy with his/her response, get a second opinion.

You should take him to the doctor who performed the circumcision. It should not have done that. One of my boys had that, too... the skin tag was making it impossible for the little plastic ring to come off. The doctor fixed it very quickly, and he didn't cry at all. It could become a bigger problem as he grows, you should have that taken care of ASAP.

I think that is normal. My 4 month old seems to have a little bit of skin there too. On an adult they seem to have it to but it it less noticable as the penis grows
