Psychedelic can mean so much...the Flaming lips are incredibly psychedelic. But if you're talking about the classic stuff, you're really talking about the mid to late 60's, everything from Mr. Tambourine Man to Blood on the Tracks. The Frisco scene had some of the best stuff; check Jefferson Airplane, early Sly and the Family Stone, etc. Os Mutantes was a brilliant psychedelic group from Brazil.
If you want just one song, though, you can't do much better than "Eight Miles High" by the Byrds.
