It's called animation. If you want to have jerky animation, like the old movies, you can do 16 frames (pictures) per second, but if you want smooth animation, like modern cartoons etc. you need 32 or more frames per second to fool the eye into thinking it is seeing real motion.

the books are called 'flip books'....I don't know if the style of animation has a particular name or not.

the phenomenon that allows us to see it as motion is called 'persistence of vision' if that helps at all.
