I assume you meant "hydrocele"?

A Hydrocele is simply a collection of fluid in a body cavity, most typically in the scrotum.

It is easily corrected by outpatient surgery, in which the surgeon simply drains the fluid and then resects (cuts away) the small tube-like structure that feeds the hydrocele (so that it won't reaccumulate fluid and come back).
